At Ende Flores Voyages, our reputation is built on the quality of the experiences we curate. Our methodology is our promise to you: that every element of your journey has been meticulously vetted against the highest standards of luxury, safety, authenticity, and responsibility. Our evaluation framework is built on five core pillars. Every potential partner—from a Phinisi charter company to a boutique lodge or a local guide—is assessed using a proprietary scorecard based on these criteria. A partner must achieve a minimum score of 85/100 to be considered for inclusion in our portfolio.
The Five Pillars of Evaluation
1. Safety & Compliance (30% Weighting)
This is our non-negotiable foundation. We conduct thorough due diligence on all operational aspects.
- Licensing & Certification: Verification of all necessary government permits, including Tanda Daftar Usaha Pariwisata (TDUP), vessel registration, and seaworthiness certificates from the Directorate General of Sea Transportation (DJPL).
- Crew & Staff Credentials: Captains must hold STCW certification; dive guides must be PADI or SSI certified. All staff undergo background checks.
- Equipment & Maintenance: On-site inspection of safety equipment (life rafts, EPIRBs, fire suppression systems), navigation technology, and engine room maintenance logs.

2. Service Excellence & Hospitality (25% Weighting)
We assess the human element of the luxury experience, where true distinction lies.
- Staff-to-Guest Ratio: Analysis of ratios to ensure attentive, personalized service.
- Training & Professionalism: Evaluation of staff training programs, language proficiency, and service intuition.
- Personalization: The ability to anticipate and cater to individual guest preferences, dietary needs, and special requests.
- Problem Resolution: How the team handles unexpected challenges or guest issues.
3. Authenticity & Local Integration (20% Weighting)
We seek partners who offer a genuine connection to the culture and environment of Flores.
- Local Sourcing: Percentage of food, materials, and handicrafts sourced from local communities.
- Community Engagement: Evidence of meaningful, respectful relationships with local villages, going beyond simple financial transactions.
- Cultural Integrity: Experiences that are educational and respectful, avoiding staged or exploitative ‘cultural shows’.
- Guide Quality: Guides must be local to the region, certified by HPI (Himpunan Pramuwisata Indonesia), and possess deep, nuanced knowledge.
4. Sustainability & Environmental Stewardship (15% Weighting)
We only partner with operators who share our commitment to preserving this pristine environment.
- Waste Management: On-site audit of recycling, composting, and wastewater treatment systems.
- Plastics Policy: Strict enforcement of a single-use plastic reduction or elimination policy.
- Conservation Contribution: Tangible support for local conservation initiatives, whether financial or in-kind.
- Operational Practices: Adherence to Komodo National Park regulations, use of reef-safe anchors, and responsible wildlife interaction protocols.

5. Quality of Assets & Amenities (10% Weighting)
This covers the tangible aspects of luxury and comfort.
- Vessel/Property Condition: Assessment of cleanliness, design, and state of repair.
- Cabin/Room Comfort: Quality of bedding, linens, and in-room amenities.
- Culinary Experience: Quality of ingredients, menu creativity, and execution.
- Exclusivity: The degree to which the experience feels private and unique.
Our Continuous Vetting Process
Inclusion in our portfolio is not a one-time event. We conduct annual, unannounced inspections of all partners and continuously monitor guest feedback to ensure our standards are upheld. Partners who fail to maintain our required score are placed on a probationary period or removed from our network.
